Title: tthrottle giving my computer a "heartbeat", is it ok?

It's NOT loud, it sounds like a single-pump heartbeat, not bump-bump, bump-bump, but just bump, bump, bump- I'm wondering if this is normal? My house has really bad electrical so if this isn't normal I'd like to know and put boinc on hold until I get a UPS soon. There's about 3 "sounds" in every 2 seconds, sounds the same every time and sounds like it's the same distance apart.

By default BOINC throttles by just switching the application on or off every couple of seconds.

http://boinc.berkeley.edu/wiki/preferences (http://boinc.berkeley.edu/wiki/preferences) check Use at most X% of CPU time.
Use 100% if you use TThrottle.
