Title: Testing Version 2.00

Changed: Updated NVIDIA libraries.
Changed: Drastically reduced TThrottle overhead, on some systems with NVIDIA cards and WIN 7.
Fixed: The Run time bar wasn't working properly.

True, it behaved somehow erratically in the near past. Was it changed to something like "used CPU time ratio the monitored BOINC tasks use"? I remember that in the past it was the throttling percentage.

It takes a shapshot of all running processes and sums it all up. (user an system). There may be some time "missing" like OS overhead.
But as the throttle effectively stops some processes the bar may go up and down a bit accordingly.
