This PC is running Ubuntu 14.04 LTS and all other PCs are running Window. The PC with four processors shows 12 on the Ubuntu PC only. It is running Windows 7 HP BOINC 7.2.42 and BT 1.59 (which I just updated from BT 1.58 and still shows 12 running WU)

The number of tasks isn't necessarily the same as the number of cores.

Check the BoincTasks Computers tab, right mouse keys select computer properties on a line.
It shows the number of processors.
But the better way is checking the messages at the beginning.

On the machine with 12 running tasks check how many exe are actually running. If BoincTasks shows them they should be running.
In the Tasks tab check if the progress is actually moving on all tasks.

Clicking in BoincTasks  Tasks, right mouse properties shows the Process ID.
