Warnings: „Task count“

What means ,,Task count" in the menu BoincTasks colors and fonts under the tab Warnings? How I can simulate this to get that warning?

Setting dialog -> Warnings

Cpu less than 1 GPU less than 1 should give you a warning color in the Projects tab.
And in the Gadget when set to mode show all computers.
What I'm up to the other half of the time "BorregoWildflowers.org"
