Tasks get stuck in Uploading and Downloading

I've been having some SETI@Home tasks getting stuck in the UL/DL process in Win 10 version 1903 build 18362.295 to the point where all current tasks are processed but UL/DL doesn't complete. Usually, I can free up the processes by rebooting my PC but that is not a certain fix. There are times when processes stay stuck for hours before they finally complete. I had reinstalled BT version 1.78 previously and just tried switching to the Beta version 1.80 with no change. Is this a problem with BT or SETI@Home or Win 10?

At least it's not a BT problem.
The project frequently goes down for maintenance, than the upload tasks wait a while.

You can select all tasks and right click to select retry, that might help. But don't do this too often.

I thought that may be the issue. Lately, a 'Waiting To Run" error has been added and I increased the amount of disk space to use per a recommendation in a TT post. Thank you for the help.
