Does tthrottle only throttle boinc, or will it throttle other programs?  Not that I can currently think of anything that will run on 8 cores....

I can throttle other programs as well.
In the BOINC tab remove the "Connect with BOINC client" check.
You can add GPU programs there as well.
In the Programs tab check "Expert" and add the programs.

Do I have to untick that to throttle other programs?  Won't that stop boinc throttling?

This won't stop BOINC throttling.
But some projects like Einstein use 100% CPU and 100% GPU occasionally.
This is impossible to setup, if you remove the BOINC check.

I do not understand what that tick box does.

Quite a lot.
1) If checked it contacts the BOINC client to see what programs are running and if they run on the CPU or the GPU.

2) Removing the check, no contact is made with the BOINC client.
Instead the BOINC data folder is scanned for programs and any running programs are throttled.

Mode 1 is more efficient and accurate.
Mode 2 needs access to the data folders

So to be able to throttle non-boinc programs the tick must be removed?

Indeed.
