How does project debt work?

Milkyway has a priority 3 times higher than Moo, yet I noticed Moo was doing way more work than Milkyway.  These are both set to ATI only, and I'm looking at the ATI debts).  So I looked at the debts for each project to try and work out what was going on.  Can anyone explain what these numbers mean?  To me a debt means it has to do more work.  So a negative debt means it does NOT have to do more work.  Is this the right way round?  Milkyway has a long term debt of 0 and a short term debt of 13.334052.  Moo has a long term debt of -783246.958682 and a short term debt of -60914.118392.
